The Hillside District Plan is intended as a community-driven document reflecting the community's desires for its area's future. The HDP will encompass things such as:
Urban/Rural Boundary - Where is the boundary between high-density urban residential and large lot suburban/rural residential areas?
Levels of Service - What services, including sewer, water, fire department and police substations are needed, and where?
Land Use - Should Title 21 (Land Use Code) and HDP read like covenants, codes and restrictions and be extended to all of Hillside, or should individual neighborhoods be self-determining? Should there be major commercial centers on Hillside? Should there be a forced blend of housing types on Hillside, both in new development and re-development, including high density housing? Should home-based businesses continue to be part of Hillside's future? Does Hillside contain enough space for animal ownership?
Wildfire - Evacuation plans need to be part of HDP. In cooperation with the Municipality, what role should HDP play in making Hillside safer?
Transportation - How far should major transportation corridors extend? Should private property be taken (by eminent domain) to improve public roads and public trails? If so, how much and where? Should more be taken than absolutely necessary? Should trails be combined multi-use (gravel) or two separate trails, one multi-use and another hard surface?
Parks - Does Hillside contain enough recreational space for Anchorage's needs? Should these be developed (playgrounds) or undeveloped (raw land)? What access and parking is needed for new and existing parks? Should these be taken from private land?
Private Property - Should private property rights sometimes be trumped for the greater community good?
