Minutes for HALO Board Meeting October 6, 2005
Holy Spirit Retreat Center

President Chris Hamre opened the meeting at 7:10 pm. Other board members present were Jeff Lentfer, John Weddleton, Judy Moerlein, Dianne Holmes, Bill Lameroux, Gerry Guay, Annie Mabry, Rodney Powel, Sharon Clawson.

Representative reports:
Senator Con Bunde reported on the school funding formula. Anchorage is the baseline for the rest of the state and if extra funds are given to Anchorage, then more must be given to the school districts across the state. Funding is needed for the Anchorage teachers retirement fund. He stated that he hoped any special session would be scheduled for just before the regular session in order not to expend extra travel funds.

Ann Ballow, aide to Chris Birch was present to take comments back to Chris. The need for a 2nd Sub area circulation study in the Goldenview/Potter area was stressed because 220 acres is being developed without it.

Rep. Bob Lynn reported on his trip to Asia

Minutes: Motion by Judy and Jeff to approve the September minutes. Passed.

Hillside District Plan:
The first large meeting on the HDP was held last week at O’Malleys on the Green with about 100 people attending. Many views were collected on what residents wanted to see reflected in the HDP. Ky directed the comment gathering portion of the meeting and has tallied the comments and prepared a summary. Assembly members who attended were impressed with the process and the turn out.

Our ability to do a HDP is a little closer to happening with the recent passage of the Neighborhood/District Plan Ordinance. Last minute amendments to the ordinance require groups to get approval from the Assembly beforehand and submit names of people who will be involved in the project.

Discussion ensued about who should compose the HDP committee and what their purpose would be. The committee will not write the plan, but will likely work with consultants and the project manager and the public process phases.

It was suggested HALO write or have written an RFP for doing a HDP that addresses the top issues that surfaced from last week’s meeting. It should be done soon in order for the Planning Director to present it to the Assembly during their upcoming budget process (or for HALO to use in their presentation for Assembly approval?).

Regarding the HDP meeting comment tally and summary, Judy moved that these should be distributed to those who came to the meeting and to councils and HALO, with a request that they examine them. With a budget and an RFP and the comments, we can present all to the Assembly for approval to do the HDP and a request for funding. Having the meeting was a first milestone; it was a scoping meeting. Motion was not seconded.

Now we should write up our ideas with goals, and include a budget and a list of proposed personnel who will be involved.

Question: should community council representatives continue to make up the main part of the HDP committee? Or should others whose names aren’t well known to the Assembly be on the list for Assembly approval? It was mentioned that HALO and the councils have an agreement there will be a representative from each council on the HDP committee. Should this agreement continue? Should the committee be expanded?

Discussion: who will be the organizer of the group to gather people to the committee that will then bring everything to the Assembly for approval to proceed with the HDP.

Motion by Dianne to continue with HALO’s prior vote to have the HDP committee composed of 8 council reps and add others to it as deemed necessary. A second was not asked for and the motion was not voted on. Other ideas discussed were to form a completely new HDP committee or ensure that any desired professions be represented among the 8 council reps.

Judy asked about the November meeting. Four board members will be absent. Should we hold the meeting? No meeting in Nov.

Misc Issues:
Large Animal Ordinance is scheduled for a hearing before the Assembly Oct 18th.

HALO HDP website is Anchoragehillside.org. Judy said the website is great! Motion by Judy and John to request all official submissions (not the public comment page) pass through the president for review before being posted to the site. Passed unanimously.
